Gemma Torcivia is the founding member and managing partner of TG Law, where she leads the firm’s legal strategy, client services, and business operations. With a background in municipal law, business litigation, and economic development, Gemma brings a uniquely strategic perspective to clients across government, corporate, and entrepreneurial sectors.

Before founding TG Law, she served as Director of the Homestead Community Redevelopment Agency, where she oversaw multimillion-dollar public-private partnerships, business development initiatives, and government-funded infrastructure projects. Her dual degrees in law and business (JD and MBA from Florida International University) give her a practical edge in navigating complex legal and commercial landscapes.

Gemma is actively involved in professional leadership and advocacy, including the Florida Bar’s Advertising Committee, the Governmental & Public Policy Advocacy Committee, the Palm Beach County Bar Association, the Florida Association for Women Lawyers (FAWL), and the Craig S. Barnard American Inn of Court.

His background includes working directly within city government, giving him firsthand experience in the inner workings of municipal processes, regulatory compliance, and public communications.

Before becoming a lawyer, Zack served as the Director of Communications and Marketing for the City of Homestead, where he helped lead strategic messaging and policy initiatives—an experience that shaped his practical approach to public-sector legal challenges.

At TG Law, Zack supports municipalities, developers, and agencies with land use applications, zoning matters, procurement procedures, bond referendums, and local government compliance. His cross-functional understanding of both legal and operational issues makes him a trusted advisor in Florida’s public and private sectors.

Jennifer D. Cockcroft, Esq., B.C.S., is an Attorney at TG Law and a Board Certified Specialist in City, County, and Local Government Law. With an extensive career devoted to Florida municipalities, she has served as both in-house and outside counsel to cities, counties, community redevelopment agencies, and public boards across the state. Her practice focuses on municipal law, land use and zoning, environmental and water law, and public safety and law enforcement matters.

Before joining TG Law, Jennifer served as City Attorney for the City of Sebastian and previously held leadership roles as Deputy City Attorney for the City of Palm Bay. She spent a decade as Assistant City Attorney for the City of Kissimmee and has represented multiple municipalities—including Sanford, Oviedo, Daytona Beach Shores, Mount Dora, and Webster—as their City Attorney or special counsel. In private practice, she advised clients on development agreements, annexations, zoning matters, variances, and complex property issues.

Jennifer is an Orlando native and longtime community volunteer, having served on multiple nonprofit boards supporting youth sports and local programs. She holds a J.D. from the University of Florida Levin College of Law and a B.A. in Legal Studies from the University of Central Florida.

Paul Nicoletti is a Florida Bar Board-Certified attorney with more than two decades of experience in municipal law, land use, zoning, and city administration. He served as both City Manager (2011–2017) and City Attorney (2005–2011) for the City of Stuart, Florida—giving him a rare combination of legal and executive municipal leadership experience.

Paul advises local governments, agencies, and developers on a wide range of issues, including regulatory compliance, development strategy, and land use policy. In addition to his role at TG Law, he also serves as a Code Enforcement Magistrate for Martin County, Indiantown, and the Town of Jupiter, where he oversees code enforcement hearings and municipal regulatory matters.

Known for his practical understanding of government operations and legal frameworks, Paul is a trusted legal advisor to Florida municipalities navigating complex regulatory environments.
